Seung-Jin Hong passed the 35th Public Administration Examination for Senior Civil Service in 1991 and began his career in public service as an Assistant Director at the Ministry of Government Legislation ("MOLEG"), an important executive branch of the Republic of Korean Government which has the power to examine and review all legislative bills introduced by the President. MOLEG has also the authority to issue authoritative interpretation of Acts and subordinate statutes, and to implement measures to assure public access and participation in the legislative process. Mr. Hong had been served as a Director of International Cooperation Division, the Spokesperson for the Ministry and a Government Legislative Officer dealing with bills of various government branches such as the Ministry of Strategy and Finance, the Ministry of Knowledge Economy, the Financial Services Commission, the Ministry of Employment and Labor, the Ministry of Foreign Affairs and Trade, the Korean Intellectual Property Office, the National Tax Service, and the Korea Customs Service for almost eighteen years before joining Lee & Ko in 2011. When Mr. Hong was at MOLEG, he played a leading role in translating Korean law text into English and publishing important books such as "Economic laws for Foreign Investment in Korea"(2000), "Laws on Government Organization"(2008) and "The Korean-English Glossary of Legal Terms"(2009). His experience in providing legislative information of Korea in English will help foreign clients understand accurate and up-dated Korean legal environment. His practice at Lee & Ko is specialized in government affairs. As a senior member of the Government Affairs Practice Group, he assisted the National Assembly and various government agencies under the Executive Branch in drafting legislations and counseled various clients on administrative law matters. He also represented a number of clients before the administrative review committees of government agencies. His long service as a senior official at MOLEG has proven resourceful in solving difficult administrative law issues and finding best solutions for clients in dealing with Korean government agencies and government regulations.
